USDollar: Fighting to break Kumo cloud

I see USDollar trade below Kumo cloud for 2 month. It tried to break the cloud 4 times but unsuccessful.

To construct the rally. USDollar needs to break:

- Kumo cloud
- Bearish trend line.

And to break those levels, a strong catalyst is needed.

But where is the catalyst ??????.
