YM - Dow Futures - Still having a problem with the $36,000 Level

Dow(futures) still unable to break and hold the $36,000 level - This indicates that the market has been slowing down for several months. The Market needs a boost to continue higher. Otherwise there will continue to be volatile chop in the market. What do you think?
