USDCAD is hard to trade now, why?

We forecast NO rate change in CAD, this will make USDCAD rise up 130 pips, then Mr. Powell testimony will crash DOLLAR as he would talk about rate cut. Then this will be a good sell.
So its a buy then a sell.
